It’s not precisely clear what the test was intended to simulate, but the subject appears to be trying to fasten cables to a circular array (almost looks like a satellite dish?) using a hand-held tool. The spacesuit being used is best seen at about 20:00, appears to be a A4-H Apollo Developmental suit, made by International Latex Corporation for Hamilton Standard, or possibly a Gemini G4-C spacesuit.
