Why is all Earth full of Star Fort Cities and who made them?

The world, on all of known Earth’s continents is full of star fort cities. It does not make sense if there were differente languages and societies. It makes sense if there was only 2 or 3 empires or all the people spoke the same languages. All Star Fort Cities and citadels are here before 1700, meaning that there was a world reset and only the star forts along with the giant old buildings remained in place. What happened to the people?
