In this Screen Gems out take with intermittent sound, former president Harry S. Truman discusses how the Russians would not keep their agreements, which made the negotiations at the Potsdam Conference very difficult. Mr. Truman recounts how Queen Victoria had trouble with the Russians in the days of the Czar. They had hoped the Bolsheviks would be better at keeping their agreements, but they were not.
