U.S. fears confrontation after Russian jets buzz ship

Secretary of State, John Kerry has said that under the rules of engagement, the U.S. could have shot down Russian jets for flying within feet of the USS Donald Cook in the Baltic Sea this week. CNN’s Brian Todd reports.
