Yes, this is the one and only Oksana Chusovitina in her first Cottbus Cup performing her floor exercise routine in the event finals. She wins the silver medal. This year (19 years later) at the Cottbus Cup she won a gold medal in the vault finals and a bronze medal in the beam finals. What a gymnast!
