Citizens Corps - CIA Contractor

I’m a targeted individual that left Texas to move to Florida and I’m considering filing an injunction against the CIA outsources to regional councils , sends false reports to emergency management prior to harassing a target and calling in high risk operations in many states for years. Their operations occur in U.S classrooms , neighborhoods , stores where people walk etc. People are outsourced to target Americans and the slander can be immense.
