The video footage shows that while these resettlement homes appear as upscale villas from the outside, their true condition harbors alarming deficiencies. The walls, supposedly cemented, are less sturdy than the traditional adobe walls used by farmers which can be dismantled by hand; the concrete crumbles easily when grabbed; a layer of the cement wall surface can be scraped off with the outer casing of a lighter; and the reinforcing steel bars in the load-bearing columns are exposed.
