How OSCE “reports“ on the civil war in Eastern Ukraine

The rebel-held city of Gorlovka (Horlivka) has been subjected to frequent shelling as a result of the Ukrainian authorities’ brutal military campaign. OSCE visits to the city have been highly selective and its reports incomplete and apparently censored.
