Why is Britain’s National Health Service collapsing and can anything be done to save it?

Prime Minister Rishi Sunak has announced that chemists will be able to prescribe antibiotics and the receptionists at health centres are to decide whether patients really need to see a doctor. Can anybody see why all this is a bad idea?
