He talks of how the Americans have “sought no shooting war with Hitler“, but says they do not want peace so much that they will allow him to attack US naval and merchant ships that are on legitimate business. He calls the Nazi submarines and raiders the rattlesnakes of the Atlantic and makes the warning clear that if German and Italian warships enter waters necessary for American defence, they do so at their own peril. He says “There will be no shooting unless Germany continues to seek it“, and ends by speaking of this latest assault upon the democracy, sovereignty and freedom of the American people.
