Germany. M/S of a fireman blowing a warning horn in a snowy street. Other firemen run out of a building and put on their helmets. They run down the street, followed by children, and come to a clearing in a forest. They put on snow-skates and pull a crude wagon containing their hose and pump along behind them. They put the end of the hose into a crack in an icy lake and start pumping. Water starts shooting out of the hose. No sign of any fire though! Must be just an exercise.
