The film portrays the tasks of Mayor Jack D. Maltester of San Leandro, California and the work of maintaining the city and the city council. The film is written by Kenneth M. Maltester was selected to be mayor by the City Council in 1958 and then in 1962, he became the first Mayor of San Leandro to be elected by popular ballot. He was re-elected three times, in 1966, 1970 and 1974. He later served as the president of the United States Conference of Mayors (USCM). When his final term expired, Maltester had served as mayor for 20 consecutive years.
