24 Chinese Leading Technologies Ban from Export to the U.S.丨China’s Latest Restricted Export List

Recently, China Ministry of Commerce and the Ministry of Science and Technology jointly issued a revised “Catalogue of Technologies Prohibited or Restricted from Export by China“. Nine prohibited and restricted technology items have been deleted, the control points and technical parameters of 21 technology items have been revised, and 24 prohibited technology items have been added. It is reported that all technologies included in the restriction or prohibition export list must strictly comply with China’s “Regulations for the Administration of the Import and Export of Technology“. Export technologies subject to restrictions must apply for a technology export license from the provincial commerce department and obtain approval before signing a technology export contract with foreign entities. Technologies, including wild plant artificial breeding technology, space material production technology, drone technology, large wind tunnel design and construction technology, aerospace shaft-bearing technology, laser technology, petrochemical and various strategic mechanical equipment technologies, are explicitly prohibited from export. For example, the U.S. often accuses Chinese companies of endangering “national security“ and imposes various restrictions even though China’s DJI drone firmly holds the top market share in the U.S. market, and even after the U.S. Department of Defense, following fierce debates, ultimately decided to continue using DJI drones, which is the power of mastering core technology. Under current conditions, the U.S. has no replacement for DJI drones and has set a benchmark for other Chinese companies. In response to the threat of rapid technological development in other countries, the U.S. has taken sanctions. However, China has not backed down but rather updated the export restriction list and added seven new technologies, bringing the total number of restricted items to 139, including 115 technologies with export restrictions and 24 prohibited technologies. Among these technologies, the photovoltaic silicon wafer manufacturing technology, the car-mounted laser radar system, and the rare earth processing production technology are the three most noteworthy.
