The Emirate of Dubai proudly occupies a prominent place among the world’s modern cities. In March 2021, the Dubai 2040 Urban Master Plan was launched by Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai. Most of the construction here took place before the oil boom, which changed the image of the country. Now the development seems outdated, the housing is considered cheap and uncomfortable. The plan is to renew the area. The Dubai 2040 Urban Master Plan aims to make Dubai the world’s most livable city by 2040. GOROD and projects do not contradict with the mentioned development plan of Dubai in terms of content of technical solutions. Taking into account the functions, useful properties, design and various architectural solutions, the developed technical solutions have a prospect of use for the development of the areas of Dubai provided by the Dubai 2040 Urban Master Plan. WETER LLC’s partner in the GOROD and projects, Al Ahmadiah International Contracting LLC, which has successful construction activities in the UAE and other Middle Eastern countries, is involved in the development of Dubai. The Managing Director of this construction company, Serge Massoud, launched an initiative in the spring of 2023 to prepare an infrastructure concept proposal for the development of a part of Dubai using a multi-level infrastructure system for the city combined with power generation buildings. The project team implemented the initiative in July 2023 by preparing a proposal for a new infrastructure concept for the Deira area. The proposal with the use of video material demonstrates a multi-level infrastructure system of the city in combination with power generating buildings, the combination of their location, function and interaction, providing an innovative arrangement of infrastructure and creating a distinctive architectural image of this territory. It should be noted that the new infrastructural concept of a part of the territory of Dubai expands the limits of the multi-level system of urban communication, it provides for the creation of production areas, industrial facilities with a possible closed cycle of production, as well as the placement of administrative, public and social facilities within the multi-level system of the city. Such placement of infrastructure facilities, systematization of production sphere and communication links allows to create a compact, efficient and safe multilevel urban system. Infrastructural concept of urban area development and technology of urban area renovation can become a commercial platform for the most advanced plans, minimize environmental damage caused by human activities, act as an economic and social engine of progress, stimulate the development of technological and industrial innovations, economic sectors with optimal logistics process, maximum productivity and “clean energy“. The proposed concept is fully consistent with the goals and objectives of the Dubai 2040 Urban Master Plan and has a perspective for use in the territory of Dubai.
