DIY: Making a lolita dress or skirt longer or shorter (tutorial)

Both of these are quite easy so I’ll call them a difficulty level 2 (one being fast and easy and five being hard and time consuming). These are handy for adjusting the length of a skirt or dress to fit your height or preferred hem length, both for lolita items and offbrand / vintage.
