Why does Russia own Kaliningrad and how did it occur? Before it was Kaliningrad, it was Königsberg, the capital of the Teutonic order during the 13th century. In the 16th century became a crucial part of the Duchy of Prussia, which was a puppet state of the Polish-Lithuanian Commonwealth. Prussia gained independence in 1660 and then expanded their territory. In the late 19th century, it became a vital part of the German empire. However, they lost land in 1919 due to the Treaty of Versailles, but managed to keep Königsberg as an exclave known as East Prussia. Then in 1945, the USSR took Königsberg and the area surrounding it and renamed it to Kaliningrad. Following that, the USSR collapsed in 1991, becoming modern day Russia, which retained Kaliningrad for strategic and military advantages. It now houses Russia’s Baltic flee
