How PH lost Scarborough: ex-PH Amb to US Cuisia admits US negotiated with China WITHOUT PH...[ANC]

Former Philippine Ambassador to the US Jose Cuisia admitted in an ANC interview with Christian Esguerra that then former Secretary Albert Del Rosario allowed the US to negotiate with China, on behalf of the Philippines, without the presence of the Filipinos! Did they not learn from the history of betrayals the US has imposed on the Filipinos?
