Will recruiting 40000 more police officers solve the problem and deter criminals?

Will the constant pledges of recruiting more police officers by the different political parties solve the law and order problem in the UK? Is it the police numbers or is it the police quality that is the problem? The recruitment standards have fallen so low just for the sake of political correctness. That is the root cause of the problem not the numbers!
