C64 video output: Is there room for improvement?

Part 1 of 2: Bread-bin Commodore 64 machines with main board revision 250407 and KU-14194HB have relatively soft and blurry video output. Also, there are numerous VIC-II chips that work on these machines. Is there any difference between the different revisions of VIC-II chips?
