The Colonel is highlighting two crucial things. The first one is that the nowadays American army has an old-fashioned equipment “which is decades old”. It has been only renovated, but it is not brand new as it used to be in 1970th. Second is that “since 2001 most of the fighting was on a very small scale against the fleeing enemy”.
