Several people were locked in their cars. The rains caused flooding and slowed down traffic. Buildings with basement floors were flooded with water. The drainage system has failed. Several manhole covers were torn off due to the rain. Dozens of accidents occurred within a few hours. The authorities called on citizens to observe maximum safety measures and limit movement. The storm was caused by a complex and dynamic weather system, according to the Bureau of Meteorology. Municipal crews have begun work to resolve road problems.
