Why is ‘diversity’ assumed to be synonymous with ‘of African heritage’?

When diversity or inclusion are being promoted, the focus in invariably upon those whose ancestry is African or Caribbean. Although there are many Chinese people in Britain and America, it appears that diversity and inclusion does apply to them.
