Men tend a large “stratosphere“ air balloon which is being inflated by hydrogen gas. Various shots of the balloon being prepared and C/U of its pilot Lieutenant Commander Settle. Shots of the balloon rising lit by searchlights. A technical problem led to the flight being aborted.
Paperwork refers to the balloon as “Picard’s balloon“ - I think that it should be Piccard.
Note: There are two Piccards - Jean and Auguste. They are identical twins so it is possible to confuse them in some records.
