When he came to power and replaced Yeltsin, which was a disastrous period in the Russian psyche, one of the first things that Putin invested in was recapitalizing the Russian nuclear forces. And the way Putin talks about Russian nuclear weapons and nuclear strategy indicates that he has a pretty solid understanding of nuclear strategy. That tells me that this is a guy who is credible and has an understanding of how to use them. And we have almost no defense against this. That’s why I think President Trump, for example, thinks that having a better shield would be great. But right now, we’re virtually defenseless. [I just don’t understand. I mean, it’s probably too late to whine about this, but how come we’ve provided a missile shield to another country and we don’t have one.] I don’t know. That’s something we need to work on.
