Putin decrees a nuclear nation supporting an attack on Russia can be considered an aggressor

Russian President Vladimir Putin told the Security Council’s permanent meeting on nuclear deterrence on Wednesday that aggression by a non-nuclear state with the support of a nuclear state would be considered a joint attack. “The amended document defines aggression against Russia by any non-nuclear state, though with the involvement or support of a nuclear state, as a joint attack against the Russian Federation,“ Putin announced. The Russian leader also said that the new edition of the Principles of State Policy in the Field of Nuclear Deterrence defines the conditions for Russia’s transition to the use of nuclear weapons. First of all, the Russian leader cited the receipt of “reliable information on the massive attack launched by aerospace weapons, crossing of our state border“. “We reserve the right to use nuclear weapons in the case of aggression against Russia and Belarus as a member of the Union State. All the issues have been discussed with the Belarusian side and with the President of Belarus. It also applies if an enemy, using conventional weapons, poses a critical threat to our sovereignty,“ Putin added. The permanent meeting of the Russian Security Council on nuclear deterrence is held twice a year. In the summer of 2023, Russia completed the construction of a tactical nuclear weapons storage facility on the territory of Belarus. According to the Russian leader, this is only a storage facility, not a transfer of weapons. Thus, the terms of the Treaty on the Non-Proliferation of Nuclear Weapons (NPT) continue to be respected.
