On Saturday, February 10th, the mayor of Saint Paul, Melvin Carter, stood on the terrace of the Minnesota State Capitol Building. Directly behind him was a snow run-in, a small-but-powerful winch, and a sizeable jump. Mayor Carter held up a framed document and proclaimed February 10th ’Red Bull Heavy Metal Day’ in the city of Saint Paul, echoing the sentiments of the Minnesota Governor’s state-wide mandate the day before.
