Skyrim Texture Flickering/Shimmer Problem

This problem has been driving me crazy lately. It happens in all my games (even minecraft) and seems to only affect thin textures in bright lighting conditions. I have literally tried everything I can think of apart from ruling out my motherboard, cpu, and psu as the problem. Any help would be much, much appreciated. Specs: Gtx-670 FTW edition i5-2500k @ Atx850 watt psu 8k MB RAM
