In this Unity Tutorial learn how to hover over a GameObject, make a Tooltip box appear, and show whatever message you want per object.

This approach is a simple take on it, and is more meant to get you on the ground running as soon as possible. Great solution for things like prototypes and Game Jams.
Tooltips could work without a mouse / cursor, if say you were making a FPS you could use your reticle as the detection with Raytracing instead of OnMouseEnter or OnMouseExit.
This also should work regardless if you’re in a 2D or 3D game, as UI elements will most likely be 2D anyway (unless you’re designing 3D menus)
