Anti-Iran TV channels

There are hundreds of Persian-speaking channels broadcasting from outside of Iran aimed at Iranian people, among those BBC Persian, Iran International, Manoto TV, VOA Persian, and many others. But why spend so much money and effort only on 120 million Farsi speakers around the world? What is the purpose of these networks? And where do the fundings come from?
