Can an Italian talk without using his hands?

I was mesmerized watching this man talk on his mobile phone. I watched him talking in this manner for a couple of minutes before I thought of taking a video of it. I only caught 30 seconds of him before he walked out of my view, but it is enough to give an idea of what I had been watching. He must be an actor. The person he was calling missed half the impact of what he was saying!. Shot in Lucca, Italy, 18 Sept 2010.
