Russia: I hope the West understands who hinders the Minsk deal, says Lavrov

Russian Foreign Minister Sergei Lavrov spoke about the implementation and execution of the Minsk agreements during a meeting with his Zambian counterpart Harry Kalaba in Moscow, Friday.
