Bioshock 2 Shotgun OP?

Is the Shotgun in Bioshock 2 OP? Almost. It is almost OP. It can’t hold enough secondary ammo to justify being OP/broken, but it is however, very good/viable. It can headshot and put out good damage, it has good upgrades, it can shock foes, burn foes, and also has access to slug rounds which penetrate foes and are 100% accurate when fired from the hip or ADSing. Definitely a strong weapon and is great for little sister gathering sessions, to take out foes rapidly.
