McNeil says that Norway and any other country knows nothing about what is going on in the Russian Territories and this breeds suspicion. McNeil continues that the Russians know that Britain has freedom of speech etc., He says that the Atlantic pact is defensive in nature and that the closer a Govt. is to its people the more difficult it is for such a Govt. to declare war except for defensive purposes and no one can stampede a truly democratic people into an aggressive war.
