Ukraine could have avoided losing more than 115,000 of its troops (according to the Russian Ministry of Defense) over the past two months if it had met Putin’s demands for resolving the conflict, Shoigu said.
He noted that there was no reaction from Kiev to the conditions for the settlement announced by the Russian President in June, the Secretary of the Russian Security Council added.
