Paul Kagame Says Russia Has A Right To Be Wherever It Wants In Africa. On Friday, April 14th, 2023, Rwanda’s President Paul Kagame arrived in Cotonou, Benin for an official three-day working visit aimed at enhancing relations between Rwanda and Benin. During this period, Mr Kagame and Benin’s Patrice Talon signed many agreements on double taxation avoidance, digitization, agriculture, local governance, sustainable development, and renewed agreements on trade and economic cooperation. The pair also discussed military and logistical cooperation before addressing a joint press conference at Le Palais de la Marina - Benin’s Presidency. The crux of the press conference however, was when, President Kagame said that Russia, like any other big country, has the right to be anywhere it wants to be legally, including in Africa, just like China or the United States.
