Almanac: The designer of Washington, D.C.

On Aug 2, 1754, Pierre Charles L’Enfant was born in Paris. The highly-educated civil engineer, who served under General Washington in the Revolutionary War, was commissioned to plan the new capital city that was to rise on the banks of the Potomac River. Charles Osgood reports.
