Lunamaria is unlocked by clearing Shinn’s story, then reading a message from her and completing her mission. A Char’s Zaku II license is required to complete her mission, so you’ll have to grind up Char’s Friendship as well. Also it really annoys me she doesn’t start with a Char’s Zaku II license. She uses it all the time in Mission Mode and it’s even required to unlock her, but nah, you only get the Destiny Gundam for her.
