Neon Glow Lines Effect around Person - Photoshop Tutorial

I will be using Photoshop CC to show you how to create a neon glow lines effect around a person. You can use any color of glowing lines and you can make it wrap around any object. If you have the latest version of Photoshop CC 2018, check to see if you have the Curvature Pen Tool. This tool is easier to create the colorful glow lines.
