The division was formed from parts of the 19th Infantry Division, the artillery was mainly provided by Army artillery divisions. The formation of the division was to be completed by 1 May 1941. Even at this rather early wartime formation of an armored division, the lack of suitable vehicles became apparent, so that the division received a motley assortment of French, German, and Polish vehicles.
