The English town of Luton was a rough old place a hundred years ago, far worse than it is these days

Luton is a town which many people dismiss now as being a bit run-down and full of less desirable elements. Not at all how it was in the good old days. In fact, Luton was famous as being one of the last places in England where troops had to be called in to restore order. This was in 1919, a little over a century ago.
