Black smearing in WoW causing environment "flickering" - VA panel vs IPA panel

Noticed this issue right away where my character or camera movement changed the brightness of surrounding foliage; mainly trees, bushes, and tall grass, but it also affected other textures with no explanation. There was also a weird shimmering light effect that shines when I hold the camera and make my character run in a circle. It only happened with movement. Issue did not present itself in other games. Turning off my gpu’s “Radeon Image Sharpening“ reduced the issue significantly. I tried adjusting every in-game graphic/gpu/monitor setting possible, including reverting back to Directx 11. Also tried rolling back to an earlier GPU driver - didn’t help. I asked for help on r/monitors and someone replied with having the same exact issue on VA panels in the past with World of Warcraft. I borrowed an IPS monitor and the problem was solved. With image sharpening tuned at 100%, the issue is still present on the IPS but at maybe 5%, but not present at all with the option disabled o
