From the 1950s to the 1980s, NATO had a plan, Operation Gladio. It was partially declassified.

Under this plan, if Russia won any kind of conflict in Europe, the [agent] networks that were left behind would carry out terrorist attacks - blaming the Russians for what was happening, turning public opinion against them. I’ve done research on NATO and NATO policy, and NATO military doctrine says that when the alliance loses a war, it turns to asymmetric warfare and terrorism.
