Connect the 5V and ground of the controller to the motor. Then with your multimeter measure the ground and the 3 other wires (blue, green, yellow). Turn slowly the wheel, it should give 0 to something ... If it stays on the same value, the hall sensor is dead, you have to open the wheel...
