Putin has been trying to improve relations with African nations and has offered to ship free grain there, but the UN has warned that this won’t make up for Russia withdrawing out of a significant grain contract. Russian ports have also come under attack. The Kremlin has confirmed that only 17 African heads of state will be present this year, which is fewer than half of the 43 heads of state who attended the 2019 summit. The Kremlin complained bitterly about the low attendance and charged that the United States and its Western allies had applied “unprecedented pressure“ on the African nations in an effort to scuttle the summit. President William Ruto of Kenya, whose country has criticized Russia’s recent decision to withdraw from the Black Sea grain deal, is absent.
