Fallout 3: Mr. Burke and Roy Phillips, + Megaton Explosion

You will get this, only if you first start Tenpenny Tower quest, and help ghouls to kill everyone in Tenpenny Tower. Then go to Megaton, and start The Power of the Atom quest, by speaking to Mr. Burke in Moriarty’s Saloon.
