Ukraine’s spy agency staged two successive explosions on a railroad line in Siberia that serves as a key conduit for trade between Russia and China, according to unverified reports. Also, Russian President Vladimir Putin has ordered the country’s military to increase the maximum number of troops by nearly 170,000, which will bring the strength of the armed forces to million service personnel.
